25 Years After the Esquipulas Agreements: Opportunities and Challenges in Central America

On August 7, 1987 in Esquipulas, Guatemala, the presidents of five Central American countries signed an agreement to end the civil conflicts in the region and promote national reconciliation and democracy. To commemorate the 25th anniversary of the agreements, we reviewed Central America’s progress toward realizing their aims and discussed the central challenges that remain. Former presidents Oscar Arias of Costa Rica, who received the Nobel Peace Prize for crafting the agreements, and Vinicio Cerezo of Guatemala provided the keynote addresses. A panel discussion followed featuring Eduardo Stein, former vice president of Guatemala; Michael Barnes, former chair of the House Subcommittee on Western Hemisphere Affairs; Arturo Cruz, former ambassador of Nicaragua to the United States; and Cynthia Arnson, director of the Latin America Program at the Woodrow Wilson Center.
