A Compass for Colombia Policy

A report reviewing Plan Colombia and recommending new steps toward a just and effective U.S. policy. They encourage a shift in policy toward a strategic and calibrated response designed to end impunity and improve life for ecluded sectors. This means reshaping aid to focus on civilan governance rather than military.
These steps include:
1. Use U.S. Aid and Leverage for Human Rights and hte Rule of Law
2. Actiely Support Overtures for Peace
3. Support Expanison of the Government's Civilian Presence in the Countryside
4. Protect the rights of Internally Displaced Persons and refugees
5. Protect the rights of Afro-colombian and Indigenous communities
6. Ensure that trade Policy Supports, Not Undermines, Policy Goals towards Colombia
7. Get Serious—and Smart—about Drug Policy
