Katrina Veterans Learn About Cuba's Hurricane Management

In early December, the Center for International Policy’s Cuba Project took Lt. Gen. Russel Honoré (ret.), “the hero of Katrina,” to Cuba to look at how the Cubans prepare for and respond to hurricanes and other natural disasters.
